We were engaged by a cyber resilience consultancy whose growth had stalled. The expertise was strong, but the services were hard to buy and the firm had no process for responding to bids and tenders.

The situation
The consultancy had strong technical credibility and a loyal group of existing clients, but new business had stopped growing. Prospective buyers found it hard to see what they would receive, and the firm had no structured way to respond to formal tenders, so larger opportunities went to others.
The wider problem
This is common in specialist consultancies. The offer grows one client at a time and ends up describing the work the way practitioners see it, rather than the way buyers procure it.
Larger organisations buy through procurement. They need defined scopes, comparable pricing and evidence they can put in front of a committee. Firms that cannot provide these are often excluded from work they are well qualified to do.
What we found
The expertise was not the issue. Each proposal was written from scratch, which made tender responses slow and inconsistent, and the effort involved meant the firm rarely bid at all.
- Services described as activities rather than outcomes
- No consistent scopes, packages or pricing logic
- No reusable material for formal procurement
What we did
We redesigned the service offering so each service had a clear purpose, scope and buyer. We then built the bid and tender process the firm had been missing, so the team could qualify opportunities and prepare responses quickly.
- Service lines with defined scopes
- A library of reusable, approved bid content
- A go or no go process for qualifying tenders
The outcome
Within two months of launching the new offering, the firm was bidding for six large contracts. Tendering became a regular part of the pipeline.
Why it matters
A clearer offer widens the range of clients a firm can reach and shortens sales conversations. The bid process now sits with the firm rather than depending on whoever writes the proposal.
